The National Association of Insurance Commissioners (NAIC) announced today that Alabama has been chosen as a pilot state for the limited launch of the Coordinated Advertising Rate and Form Review Authority (CARFRA). Alabama will join Arkansas, Indiana, Ohio, Pennsylvania, Texas, Maine, Michigan, New York and Oregon to participate in the initial testing of sweeping changes to insurance product filing procedures. CARFRA will provide a single point of review and national standards for insurance products and will initially focus on life and health products. Alabama has already begun developing a review standards checklist for state filing requirements in anticipation of an April 1 limited launch test date. CARFRA will utilize the NAIC's System for Electronic Rate and Form Filings (SERFF) to accept and process filings electronically. Full launch filing acceptance is scheduled to begin on May 1, 2001.
